City Council Considering Funding for Ambulance Service
During the City Council study session on May 22, 2024, Fire Chief Michael Contreras gave a presentation on the need to place a fourth ambulance in service to help maintain the high service levels and fast response times our community currently enjoys. About 77% of all calls for service to the Fire department are for emergency medical services. Many of these calls result in the patient needing transport to a hospital. The ambulance crew transports the patient and must continue to provide care until they are able to transfer care to providers at the emergency room. Depending on the level of congestion at the ER it may be some time before the patient can be transferred and the ambulance can return to the fire station and be placed back in service. During this time, of course, the unit is not available to respond to other calls for service. It is not uncommon for one, two or all three existing ambulances to be out of service as they await the transfer of patients to ER care and make the return trip to the fire station. While Cathedral City has mutual aid agreements with other public and private ambulance providers, assistance from others is not always available. In fact, in 2023 mutual aid requests were denied 42% of the time and the end result was a delay waiting for an available ambulance to return to service and we all know that minutes are crucial when providing emergency medical care and transport.

On May 22 Chief Contreras presented and the City Council discussed a solution that will help maintain our current levels of service and can be implemented in a cost-effective manner. The proposal is to add a fourth Advanced Life Support ambulance staffed by two paramedics on each shift – a total of six additional paramedics. This will increase the availability of an ambulance by 33% helping maintain response times so critical when providing emergency medical services. This solution is also cost-effective in that the hourly operating cost to staff a two-person ambulance is almost 40% less than the comparable cost to staff a three-person fire unit. In certain circumstances, depending on the nature of the emergency medical call, dispatch may be able to send only the two-person ambulance, saving the cost of also dispatching a traditional fire unit.

The City Council is considering this proposal, along with other needs identified by the Resident Committee for Maintaining a Safe and Self-Reliant Cathedral City. These additional needs are not currently funded, so the Council is exploring options for funding.
