The
City of Cathedral City Pre-Approved ADU Program

The City is launching a new program that will make the construction of accessory dwelling units (ADUs) more affordable for property owners and residents of Cathedral City.

The City contracted with RRM Architects to design architectural building elevations, floor plans and construction drawings. The City’s Pre-Approved ADU Program offers four sets of building plans, designed by RRM Architects, available for use by residents at no cost. These plans have already been reviewed and approved by the Building and Safety Department, resulting in a streamlined approval process for applications that use these plans.

WHAT IS AN ACCESSORY DWELLING UNIT?

An accessory dwelling unit (“ADU”) is an attached or detached residential dwelling unit that provides complete independent living facilities for one or more persons and is located on a lot with a proposed or existing primary residence. ADUs include permanent provisions for living, sleeping, eating, cooking, and sanitation on the same parcel as the single-family or multiple-family dwelling.

WHAT IS THE PRE-APPROVED ADU PROGRAM?

The program offers three pre-approved detached ADU floor plan options, each offered in two architectural styles: Desert Modern and Mediterranean, as well as a set of pre-approved plans for the conversion of a two-car garage into an ADU.

The four sets of pre-approved plans offer a range of size and configuration options:
  • Plan 1: 468 square foot detached studio/one-bedroom, one bathroom unit.
  • Plan 2: 705 square foot detached two-bedroom, one-bathroom unit.
  • Plan 3: 1,000 square foot detached two-bedroom, two-bathroom unit
  • Plan 4: Garage conversion floor plan to convert a two-car garage into an approximately 441 square foot studio/one-bedroom attached unit.
These plans, available exclusively for the construction of ADUs within the Cathedral City limits, are available for use by residents at no cost. Use of the pre-approved plans requires the submittal of a site plan, as well as other supplemental documents depending on specific site conditions. Permit applications using the pre-approved plans are subject to the City’s standard fees, as provided in the FY 2024/25 Fee Schedule.

The City plans to launch the program in August 2024. Applications using the pre-approved plans can be submitted to the Building and Safety Department via the City’s new online portal.

The Pre-Approved ADU Program will enable more residents to build high-quality and affordable accessory dwelling units on their properties. Residents who choose to use the pre-approved plans will avoid the cost associated with hiring an architect to prepare custom plans.

By constructing an ADU on their property, homeowners have the option to receive extra monthly rental income or to provide independent living areas for family members such as students and the elderly. ADUs are also generally more affordable to renters. The Pre-Approved ADU Program is part of the City’s broader effort to ensure that all residents of Cathedral City have access to high-quality and affordable housing.
