California law requires tax be paid on in-state purchases and items purchased out-of-state used in the State of California. Tax collected by a retailer is called sales and use tax, and the retailer is responsible for reporting and filing a quarterly tax return with the California Department of Tax and Fee Administration (CDTFA). When an out-of-state or online retailer doesn’t collect the sales and/or use tax for an item delivered to a California address, the purchaser may owe one or both of these taxes. Taxpayers can report and pay these taxes on their annual California income tax return; whereas, registered sellers report their use tax on their quarterly sales and use tax returns.

Effective April 1, 2025, the combined sales tax and transactions/use tax rate for Cathedral City is now 9.25%, comprised of the following:
  • State General Fund 3.9375%
  • State Local Revenue Fund – Health and Social Services 0.5000%
  • State Local Public Safety Fund – Criminal Justice 0.5000%
  • State Local Revenue Fund 1.0625%
  • County Transportation 0.2500%
  • City/County Local Use Tax (Note 1) 1.0000%
  • Riverside County Use Tax (Measure A) Tax (Note 2) 0.5000%
  • Transaction and Use Tax (Measures H & W) (Note 1) 1.5000%
  • Total Rate 9.2500%
Note 1 - Sales tax (1%) and transaction/use tax (1.5%) represent the City of Cathedral City’s single largest revenue source. Note – “use tax,” which is the tax on the use, storage, or consumption of personal property in California.

Note 2 - In 1988, voters approved Measure A, a half-cent sales tax administered by the Riverside County Transportation Commission. Funds are provided from the county to these three districts: Western Riverside County, the Coachella Valley, and Palo Verde, in proportion to what they contribute. In 2002, Riverside County voters extended Measure A through 2039 to assist City and County jurisdictions (e.g., Cathedral City) in funding transportation and road improvements.

Of the nine industry sales tax categories, the automotive category (dealers and supplies) generally accounts for almost 52% of total taxable transactions. For the fiscal year ending June 30, 2025, sales tax and use tax combined total almost $22 million, representing more than 31% of Cathedral City’s core General Fund revenues.
