New Traffic Signal in Design and Upcoming Roadway Reconstruction Projects


Welcome 2025! With the new year, your city Public Works team is moving forward with a new signal and roadway pavement reconstruction work. The two following projects are just the start of many projects to come this next year.

Cathedral Canyon Drive/Canyon Shores Drive Traffic Signal
City Engineering Division staff have initiated design work on an installation of a new traffic signal at the intersection of Cathedral Canyon Drive and Canyon Shores Drive. This $700,000 project is funded cooperatively by the Coachella Valley Association of Governments (CVAG) and the city based on a 75% - 25% split, respectively.

Design will be initiated in the next few weeks and the construction should start in early 2026. The unique feature of this tee intersection signal is that it will operate as a four-way signal. This fourth phase of the signal, so to speak, will provide pedestrians, bicyclist, and NEVs (neighborhood electric vehicles) a protected “scramble crossing” or “all cross” for CV Link travelers to traverse the intersection diagonally to continue on the CV Link path beyond Cathedral Canyon Drive.

FY 2024-2025 City Streets Pavement Reconstruction Projects
Below is the list of street reconstruction projects that will begin in March under one contract:
  • Whitewater Area:
    • Shifting Sands Trail from 33rd Avenue to Whispering Palms Trail.
    • Sky Blue Water Trail from 33rd Avenue to Dinah Shore Drive.
    • 33rd Avenue from Shifting Sands Trail to Cathedral Canyon Drive.

  • Rio Vista Area:
    • Ventura Drive from Peineta Road to Verona Road.
    • Avenida Quintana from Vista Chino to Verona Road.
Rio Vista Area Streets to be Reconstructed

The above streets have Pavement Condition Indexes (PCIs) from 29 to 58, equalling “Very Poor” to “Poor” ratings. The work will consist of the removal and disposal of the existing asphalt pavement. Once removed, new asphalt will be placed and compacted, specified curb ramps will be reconstructed and valve covers and manholes will be adjusted to the new grade. Finally, the pavement striping, markings and traffic signage will be reapplied and/or reinstalled. The new pavement will bring the PCI indexes on all these streets to PCIs near 100 with a rating of “Good.”

The above $1.650 M capital improvement expediture will be funded from a combination of SB-1 Road Maintenance and Rehabilitation Account (RMRA) funds, Community Development Block Grant (CDBG) funds and/or Assessment District (AD) 96-1 funds, as applicable to each street.

In addition ot the above work, city staff is underway preparing the upcoming biennial budget for the upcoming fiscal years 2025-26 and 2026-27. The biennial budget will include the 5 year Capital Improvement Program (CIP) list of public works projects as well. A new addition to the CIP will be a 5 year list of roadway projects that will funded from the city’s newly passed Measure W proposition. Measure W provides an additional $1.0 M annually in funding capacity for repaving residential roadways. Welcome funding.

A significant amount of work is involved in completing the budget, CIP and future projects. Your continued patience and support of city staff’s efforts to deliver is appreciated.
