Esperanza Park – The Newest Park in the City

On May 22, 2025, city officials, dignitaries, residents, and neighbors are invited to attend the official ribbon-cutting ceremony for the grand opening of the city’s newest public space — Esperanza Park.

Appropriately named, Esperanza — the Spanish word for “hope” — stands as a powerful symbol of the community’s resilience and shared vision. This park is the result of a decade of collaboration between the city and the dedicated residents of the Dream Homes Neighborhood, whose unwavering commitment made this project possible.

Join us as we celebrate this milestone achievement and the beginning of a new chapter for the neighborhood and the entire city.

Esperanza Park is located on the east side of the Dream Homes Neighborhood, situated north of Ramon Road and east of Gene Autry Trail. This thoughtfully designed community space sits at the eastern edge of the neighborhood, enhancing accessibility and connectivity for residents. A vicinity map indicating the park’s location within the city is provided below for reference.
Originally designated as “Dream Home Lot A,” the 7.52-acre site now known as Esperanza Park is owned by the City of Cathedral City. The park is strategically located adjacent to the Whitewater River Channel, nestled between the rear of homes along San Diego Drive—stretching from Chia Place to the south and Mia Place to the north—and CV Link to the east, as illustrated in the map below.
The 7.52-acre Esperanza Park—formerly known as Dream Homes Park—is a direct result of funding made possible through the passage of California Proposition 68, which allocated $725 million to expand access to parks in underserved rural and desert communities. On December 8, 2021, the California State Parks awarded the City of Cathedral City $8,498,000 through Round 4 of the Statewide Park Program (SPP) to bring this long-envisioned park to life.

The successful grant award was the culmination of nearly a decade of dedicated efforts by Dream Homes families, residents, and community partners, beginning in 2014. Under the guidance and coordination of the city, and with support from MVR Consulting (MVR) and Verde Design, Inc., the community worked tirelessly to shape a park that would reflect their needs and values.

Residents actively participated in a series of inclusive, community-based planning workshops—starting from a blank slate. These meetings were attended by a wide range of stakeholders and partners, including the Desert Healthcare District, Loma Linda University Health, El Sol Neighborhood Educational Center, Palm Springs Unified School District, and students, parents, staff, and teachers from nearby Agua Caliente Elementary School. The project also received strong backing from local government agencies and then-Assemblymember Eduardo Garcia.

Through this collaborative process, residents identified the amenities most meaningful to their neighborhood. Verde Design, Inc. translated this community vision into the final design concept plan. The following highlights showcase the results of these collective efforts.
The park design includes the following amenities:
  • A north entry with a parking lot, including designated ADA parking spaces.
  • Separate enclosed areas for small and large dog parks.
  • An open play area suitable for informal soccer games.
  • Shaded outdoor fitness stations.
  • Picnic shelters of various sizes located throughout the park.
  • A playground designed for children ages 2–5.
  • A separate playground designed for children ages 5–12.
  • A central plaza with ample seating options.
  • A central drop-off loop with limited ADA-accessible parking.
  • A restroom and hand-washing facility.
  • A 10-foot-wide lighted linear walking path.
  • Comprehensive security lighting throughout the park.
  • Video surveillance cameras installed across the site.
  • A central CV Link connector with bicycle racks.
  • A full-size soccer field complete with goals.
  • A lighted futsal court with fencing and integrated goals.
  • Lighted basketball courts.
  • A southern CV Link connector.
  • Perimeter walls and fencing for safety and security.
  • A south entry with a parking lot, including designated ADA parking.
These design elements and amenities were formally included in the State Grant Application submitted for funding. The application was approved, solidifying our commitment to delivering a high-quality, inclusive, and well-equipped community park!
In June 2022, a comprehensive park design and engineering contract was awarded to Verde Design, Inc. Verde's active participation in the pre-grant application process was instrumental in shaping the final park design. Their early involvement ensured continuity and alignment with the original community-supported design concept, resulting in final plans that remained consistent with the vision initially embraced by residents.
Following the completion and thorough review of the park’s design plans and specifications, the City Engineer formally approved the documents. These finalized plans were then assembled into a comprehensive bid package and publicly advertised, inviting qualified contractors to submit proposals for the park’s construction.

After a competitive bidding process and careful evaluation of the submitted proposals, the City Council awarded the construction contract to Urban Habitat on November 8, 2023. Construction officially commenced with a groundbreaking ceremony held on April 3, 2024.
The final step in bringing our new park to life was selecting its official name. “Dream Homes Park” served as a placeholder during the grant application process, but from the outset, both the city and the community understood the importance of choosing a meaningful, permanent name—one that would reflect the identity and aspirations of the Dream Homes neighborhood.

The Parks and Community Events Commission (PACE) took the lead on the naming initiative, tasked with ensuring broad community engagement and participation. Commission members went door-to-door within the neighborhood, polling residents and collecting input on potential names. To support these efforts, the city mailed surveys to all Dream Homes residents, offering options to submit name suggestions by mail, email, or through drop boxes located at City Hall and the Cathedral City Library.

In a special effort to include the voices of the next generation, City staff, working alongside PACE, invited students, teachers, and the principal of Agua Caliente Elementary School to participate in the naming process. Their contributions added a valuable and heartfelt dimension to the effort.

Nearly 500 responses were received, and from this community-driven process emerged a name that resonated deeply: Esperanza Park— “Esperanza” meaning Hope in Spanish. The name was embraced by PACE and formally recommended to the City Council. On May 22, 2024, the Council approved the name. From that day forward, our city’s newest park has been proudly known as Esperanza Park.

I am writing this Community Update with excitement for the upcoming Grand Opening of Esperanza Park and thoughts reflecting on 10 years of dedicated city and community commitment to get the project completed. Fraught with rejections, not knowing where funding for the park would come from; the community, its partners and the city were unwavering in the commitment to get a park for the Dream Homes Neighborhood. Next Thursday May 22, 2025, the $11.6 million Esperanza Park, will be opened to the public. A testament to — Hope.

Again, all are invited to the grand opening of our new park next week.
