In 2023, the City Council adopted a 5-year strategic plan with a broad range of goals that supported the vision to become a vibrant, progressive, enterprising, and visually attractive community. In support of the strategic plan goals, the Council committed to a multitude of actions, some of which were easier to implement in early years of the strategic plan while others required greater commitment and work. Of those, the City Council set to implement a code compliance program that proactively identifies and responds to code compliance complaints.

The Code Compliance Division is comprised of nine staff and is responsible for the investigation and enforcement of the City’s municipal regulations. In 2023, the Division had a backlog of over 1,500 open cases. Training and the introduction of standardized operating procedures has resulted in more efficient case management. The number of open cases was reduced to less than 1,000 by the end of 2024 and is now less than 500. This has the effect of producing greater responsiveness to the community and creating greater opportunities for proactive code compliance work.

As a continued measure to both implement a proactive code compliance program and to support a visually attractive community, The City has contracted with City Detect to deploy AI-equipped cameras on two code compliance vehicles that can identify and document code violations from the street, providing visual evidence and geolocation data to expedite the education and enforcement process. This system was designed to help communities identify issues like visual blight, graffiti, and cracked and buckled sidewalks. The anticipated outcomes include:

- Enhanced efficiency in identifying and documenting violations across the City.
- Improving staff efficiency in addressing violations and providing education.
- Improved compliance rates through timely notifications and follow-up.
- Data-driven decision-making to prioritize enforcement efforts.

The camera systems were installed this week and staff will begin utilizing the system in the coming weeks. Importantly, the City’s enforcement process has not changed. While the City Detect AI uses artificial intelligence to detect potential violations, the data will be reviewed by staff before any action is taken. Once a violation is confirmed, an educational letter will be sent to the property owner, clearly describing the violation with photos, citing relevant code sections, outlining compliance steps and providing a compliance date. A formal code enforcement case would only be opened when compliance is not achieved within a reasonable period of time. The data collected will assist in predicting trends, customizing mailers, and better positioning the Code Compliance Division to proactively respond to needs within the community.
