Recognizing the Cathedral City Police Department Homeless Liaison Program

The Cathedral City Police Department is proud to recognize the outstanding work of our Homeless Liaison Program and the dedicated efforts of Officer Mark Novy and Officer Phillip Garcia. These officers have been working tirelessly to engage with our unhoused population, listening to their stories, understanding their unique needs, and connecting them with vital resources to help get them back on their feet.

Their work requires extraordinary patience and compassion. Many individuals they meet are initially resistant to change, yet Officer Novy and Officer Garcia never give up. Whether it’s reconnecting someone with family, making referrals to substance abuse programs, helping veterans access services, assisting with obtaining identification documents, or even arranging court appearances to clear old records, these officers show up day after day in hopes that one day the help being offered is accepted.

By partnering with organizations such as CVAG and its CV First outreach program, the Justice Outreach Team (JOT), and Telecare, Officers Novy and Garcia have created a wide network of support for those in need. Their persistence is making a real impact. Just last month, they helped 14 individuals secure permanent housing after being unhoused for several months.

One recent success story involved a man who lost both his apartment and his vehicle, leaving him to sleep on park benches. Though initially unwilling to accept help, Officers Novy and Garcia continued to meet with him daily, offering support and resources. With assistance from CVAG and Veterans Affairs, he received temporary housing and eventually secured permanent housing, a life-changing outcome made possible through their persistence and dedication.

Their commitment goes beyond simply “moving people along.” Instead, they focus on real solutions that give individuals the chance to rebuild their lives. Business owners and residents alike have noticed the positive impact of the Homeless Liaison Program, praising the officers for their compassion and the improvements they’ve brought to the community.

The Cathedral City Police Department is proud of Officer Novy and Officer Garcia for their unwavering efforts and the meaningful difference they continue to make in the lives of our unhoused residents and the wellbeing of Cathedral City.
