Community Update

Short-Term Vacation Rental Task Force is Hard at Work 

Cathedral City is fortunate to have a group of hard-working residents and business owners serving on an ad-hoc task force to study the issues related to short-term vacation rentals (STVR) and to develop recommended solutions to present to the City Council.  STVRs are defined as homes rented out on a short-term basis, less than 30 days at a time. 

The task force was appointed earlier this summer and held their first meeting on July 15.  They divided into teams to study three specific areas of concern, which are regulations, enforcement and density.  The study teams have each met at least once and individual team members are busy identifying issues that need to be corrected in Cathedral City, what is working in other cities. 

The regulations team is reviewing the regulations that exist in the Cathedral City code and what gaps exist in our regulatory structure.  Many cities have regulations in place that address identified issues and the team will be developing recommendations for new regulations to help mitigate any negative effects of STVRs on neighboring homes.

The enforcement team is reviewing current enforcement of the regulations in the Cathedral City Code.  They are identifying holes in our enforcement efforts and what resources will be required to allow for effective code enforcement to occur.  They are also reviewing what other cities do to ensure strong and consistent enforcement and will also develop recommendations for implementation.

The density team is evaluating the effects of clustering of STVR homes in specific areas.  They are researching any studies that exist related to density and identifying solutions that have been implemented elsewhere. 

The full task force met again on August 12 and each team provided an update on the work they are doing.  They recommended conducting a survey of residents who live near STVR homes to get input from neighbors and the survey will likely be conducted in September.  The task force will also be scheduling two community meetings to allow residents to have their voices heard on the topic.  One will be held in September and another in October.  Details will be provided as we get closer to the dates.

All the task force members are committed to their assigned tasks and to developing real solutions to the issues identified.  I thank them for their work and look forward to the recommendations they develop, which will be presented to the City Council upon completion, likely in early 2020.
