A Plan for Parks and Recreation Services in Cathedral City


Yesterday, August 3, 2022, the City Council unanimously approved the legal steps necessary to refer a ballot question to the voters of the City. The measure will allow voters to make the decision on a tax to provide better maintenance and make needed improvements to the City’s parks, introduce recreation classes and opportunities for children, youth, and seniors, and to develop a community recreation center.

The Council approved four resolutions necessary to place the measure before the voters.

1. The funding mechanism to be used is a Community Facilities District (CFD). Therefore, the first item was the Resolution of Formation of CFD 2022-1, which completes the legal steps necessary to establish the CFD.

2. Bond funding will be the financing method used to pay for the construction of a Community Recreation Center where the recreation classes and programs can be offered to the community right here in Cathedral City. Therefore, the second item was the legally required Resolution Determining Necessity of Bonds for CFD 2022-1.

3. The voters of Cathedral City will be making the ultimate decision on the funding question. Therefore, the third item was the Resolution Calling Special Election for CFD 2022-1. Here is the ballot language:

4. The question will go to the voters as part of the statewide general election to be held on November 8, 2022. Therefore, the fourth item was the Resolution Consolidating CFD Election with Statewide General Election, which allows the CFD election to occur as part of the general election.

The City Council removed a special assessment previously charged to residents of the Panorama and Century Park Landscaping and Lighting Districts (LLDs) in 2019 so no properties have been paying a parks assessment anywhere in the City since then. Council last night reaffirmed their intent to make sure those assessments are permanently deleted should the CFD measure be approved by voters.

All of the proposed improvements, programs, and facilities, if approved by the voters, will be provided through Cathedral City becoming a part of the Desert Recreation District. The Cities of Palm Desert, La Quinta, Indian Wells, Indio and Coachella, and a portion of Rancho Mirage are already served by the Desert Recreation District, which has operated in the region for more than 70 years and is the largest park and recreation district in California.
