Update on the City’s Paving Projects

REAS Update: In June the City completed the Spring 2022 REAS (Rubberized Emulsion Aggregate Slurry) Program. This year’s Program spread over 128,000 gallons of the REAS product on streets within the Century Park area, Corral Road between Date Palm Drive and Cathedral Canyon, and Ramon Road from Date Palm Drive to Da Vall Drive. This represented a $1,085,653.00 investment in preserving our City’s streets.

Reconstruction Projects
We are now moving into our next phase of roadway work, which involves the reconstruction of two streets and the widening of two other streets which I will provide information on below.

Century Park Neighborhood Street and Sarah Street Pavement Rehabilitation Projects
These two Projects will require full asphalt reconstruction. Reconstruction is the process of removing the asphalt completely down to the top of the aggregate layer and replacing what was taken out with new asphalt. A typical roadway section is shown below:

Citing the example above, when we do the Century Park Neighborhood Street and Sarah Street Projects this August, we will be taking off the Asphalt Surface Layer, which we call the “cap” and the Asphalt “Base Layer” and replacing it with a new base layer and cap. We will be leaving the Aggregate Layer in place.

The Century Park Project was awarded to Matich Construction, Inc. this past June for a total Project cost of $928,912.71. This Capital Improvement Program (CIP) Project is funded from the State-funded SB-1 Program for Local Roads. The work is scheduled to commence in August and be completed in September depending on other work being performed within the contract. This work will complete street rehabilitation work in the Century Park area that started with REAS already completed in other portions within this area. Other work to be completed within this Project are corner ramp and curb/gutter repairs at specific locations. A map of the streets affected is below.

The Century Park Rehabilitation Project Streets
The Sarah Street Project was combined with the Century Park Project and thus Matich Construction is the contractor on this job as well. The total cost for this project is $283,707.26. This CIP Project is funded from City Maintenance of Effort (MOE) Program funds. The work will also commence in August and be completed in September. In addition, this light industrial area roadway will receive additional sections of sidewalk and driveway improvements to fill existing gaps. The map below shows the location of the work.

The Sarah Street Project
Widening Projects
Avenida Los Ninos Surface Widening and Via De Anza Street Rehabilitation Projects These Projects involve the widening of half the streets either to provide an added vehicle lane and/or add improvements such as curb, gutter, and sidewalk.

The Avenida Los Ninos Project will increase the width of Avenida Los Ninos by 17 feet on the east side from north of McCallum Way to Avenue 30th (1,800 feet). The road at this time is narrow and this increase in width will enhance the flow of two-way traffic. This Project will be completed by Matich Construction, at a cost of $188,933.23. This CIP Project is funded from MOE Program funds and will be completed in September. The Project location is shown below.

The Avenida Los Ninos Project
The Via De Anza Rehabilitation Project Phase 1 is located north of Dinah Shore and continues north to Olancha Road. This is a very involved widening Project. This Phase 1 Project improves the west half of the street with full half street width paving, driveways, curb and gutter, and sidewalk. Since this area has never had curb, gutter, and sidewalk before, there are a significant number of improvements, e.g., driveways, landscaping, walls, etc., that will need to be relocated, removed, and/or modified prior to placing the new infrastructure.

The Project has been contracted to Granite Construction, Inc. at a total cost of $554,686.38. This work will be starting in the next few weeks and the City Staff has been in contact with each property owner as the construction will significantly affect each property's frontage and change how the street looks today. The east side of the street, Phase 2, will be completed next year.

In summary, the above Projects represent a significant investment in our roadways. Construction of these Projects will present short-term traffic challenges and altered roadway conditions. Be aware of the construction workers and the heavy equipment moving in and out of these Project sites. We ask that our motorists respect the temporary traffic control signage and directions, slow down and be patient.
