California law requires taxes be paid on in-state purchases, and also requires taxes be paid on items purchased out-of-state for use in California. Tax collected by the retailer in California is called sales tax, and the retailer is responsible for reporting and paying the tax to the state via the California Department of Tax and Fee Administration (CDTFA). When an out-of-state or online retailer doesn’t collect the tax for an item delivered to California, the purchaser may owe “use tax,” which is a tax on the use, storage, or consumption of personal property in California. Taxpayers can report and pay their use tax on their California income tax returns; registered sellers report their use tax on their quarterly sales and use tax returns.

Note 1 - Sales tax (1%) and transaction/use tax (1%) represent the City of Cathedral City’s single largest revenue source. Of the nine industry categories, the automotive category (dealers and supplies) generally accounts more than 45% of total taxable transactions. For the City of Cathedral City, sales tax revenue has been steadily increasing since the low point in FY 2009-10. For the fiscal year ending June 30, 2022, sales tax and use tax combined represent almost $24 million, representing more than 38% of total General Fund revenues.

Note 2 - In 1988, voters approved Measure A, a half-cent sales tax administered by the Riverside County Transportation Commission. Funds are provided from the county to these three districts: Western Riverside County, the Coachella Valley, and Palo Verde, in proportion to what they contribute. In 2002, Riverside County voters extended Measure A through 2039 to assist jurisdictions (e.g., Cathedral City) in funding transportation and road improvements.
