Phase Out of Short-Term Vacation Rentals

On September 9, 2020, the City Council adopted Ordinance No. 842 regulating short-term vacation rentals (STVRs) and instituting a two-year phase-out of all existing STVR permits, except for legally permitted Home Shares and STVR properties located in a common interest development (HOA), where permitted, in the Resort Residential zone.

On January 1, 2023, all STVR permits, except those described above, will terminate and must cease operation.

Any STVR Phase-Out property found to be in operation, which includes any advertising, bookings, or rental occupancy, on and/or after January 1, 2023, will be deemed an unpermitted STVR, subject to citation and a minimum $5,000 fine.

The City maintains a zero-tolerance policy on the enforcement of vacation rental activity.
If you would like to register a complaint regarding the condition, operation, or conduct of occupants, or to report suspected unpermitted rental activity, please call the City’s 24-hour STVR Hotline at 1-760-553-1031.
