Community Update
by John A. Corella, P.E. – Director of Engineering/Public Works

Updates on Upcoming Projects

The Engineering Division has been actively working on Projects being readied for construction this spring and summer and I want to take this opportunity to get you up to speed on these major Projects.

Via De Anza Street Improvements – Phase II
The Via De Anza Street Improvements – Phase II Project consists of widening the east side of Via De Anza to its full width by installing curb, gutter and sidewalk between Dinah Shore Drive and Olancha Road (and as you may recall, and/or have seen, the west side of this roadway was completed a few months ago). In addition, in coordination with the Coachella Valley Water District (CVWD), this Project will also include the installation of a new domestic water main. This Project will be bid out in the next month and is expected to be completed by the end of June. The Project is shown in green below.
Date Palm Drive Pavement Rehabilitation Project
This past November 2022 the City Council awarded HR Green Pacific, Inc. a roadway design Project for the plans and specifications to rehabilitate Date Palm Drive from Ramon Road to Gerald Ford Drive and the reconstruction of the Date Palm Drive/30th intersection. With $5.0 million in actual construction funding available, it is estimated that the City will be able to fund a contract for the Ramon Road to Dinah Shore Drive reconstruction portion of Date Palm Drive and the reconstruction of the Date Palm Drive/30th Avenue intersection. If it is determined that the funding available is adequate to cover extending the reconstruction Project further south toward and/or up to Gerald Ford Drive, the roadway section will be included in the contract. This Project is expected to be bid out within three months and will be constructed this summer. The location of the roadway reconstruction work is shown below.
Spring of 2023 Pavement Maintenance Program
Since 2015, the City of Cathedral City has effectively used Rubberized Emulsion Aggregate Slurry (REAS) as the primary pavement maintenance surface treatment to preserve the asphalt on public streets. “REAS” as we at the City commonly called it, is a roadway treatment that has proven effective due to its durability, longevity, and the added benefit of dampening roadway tire noise (understandably since REAS is made from crumb rubber and recycled tires). The areas where REAS will be applied are as follows:

  • La Pasada Neighborhood: The scope of the La Pasada Neighborhood work will include the application of both Type II and Type III REAS. Each REAS type will be applied according to the evaluated condition of the existing roads. A crack-sealing treatment will precede the REAS application. Street striping and marking will occur after the REAS application has been completed. A map of the streets that will receive REAS is shown below.
  • Avenida Maravilla, Avenida La Paz, and Avenida La Vista: The scope of the work on Avenida Maravilla, Avenida La Paz and Avenida La Vista will include a crack seal treatment, a Type II REAS application and the installation of street striping and markings. The Project limits for Avenida Maravilla are the two miles from Vista Chino to Ramon Road. The Project limits for Avenida La Paz and Avenida La Vista are one mile each, respectively, from Vista Chino to 30th Avenue. Maps of the Project areas with the roadway sections designated are below.
  • Date Palm Drive (I-10 Interchange to Varner Road): The scope of work on Date Palm Drive will include crack seal, Type II REAS application and the installation of street striping and markings. The Project limits are just short of a mile from Varner Road to the I-10 Interchange. A Map of the Project area is shown below.
For us to complete these projects we will need to work together. If you live in one of the areas where this work is scheduled, you will be inconvenienced when construction is underway on your street. We will limit your inconvenience the best we can. There will be a period and/or periods of time that you will not be able to drive on your street. Street signage and door hangers will be placed seventy-two (72) hours in advance of all work so that you are notified of upcoming work, parking, and street access limitations.

  • WARNING: At times there will be dirt roadways, noise, vibration, smell, and/or workers along your frontages within the right of way. In addition, your street parking may be limited, access to your street and/or driveway may be impaired. In order for the Contractor to complete the roadway work, these instances will predictably occur.
  • TEAMWORK: This is a part of the roadway work that you, as the recipient of the newly rehabilitated street, will have to participate in. Thus, I am asking that you be part of the team and understand the inconveniences, be patient and look forward to a newly rehabilitated street.
  • EMERGENCY ACCESS: The Contractor and the City’s First Responders (Police and Fire) will always work hand in hand to provide emergency access.
Remember to be extra diligent in construction zones, observe the signs, drive within the posted speed limits, and overall, be safe. Happy motoring!
