Finance Advisory Committee Performs Key Oversight Role


The Finance Advisory Committee is a committee comprised of five Cathedral City residents. Among the functions of the committee is to review the status of Cathedral City’s revenues and finances and make recommendations to the City Council. Of equal importance, the committee has a role in providing oversight of funding provided through voter-approved tax measures, making sure the funds are used as indicated in the approved ballot language.

The most recent meeting of the committee was held on September 26, 2024. The committee spent time working on an update to their mission statement to better reflect the importance of their oversight role and they reviewed the preliminary year-end expenditure and revenue report for the fiscal year that ended on June 30, 2024 (FY 23-24). After reviewing the financial report, the committee members discussed some things that they didn’t know about prior to joining the committee and things that they felt the residents of Cathedral City would be interested to learn.

1. Property Taxes - Only 16 cents of each dollar paid in property taxes by Cathedral City residents and businesses goes to Cathedral City. The rest (84 cents) goes to other taxing jurisdictions like the Palm Springs Unified School District, Riverside County and others.
2. City Revenues Lag Those of Other Jurisdictions – Revenues collected by Cathedral City from the major sources - property taxes, sales taxes, and transient occupancy taxes (hotel/motel taxes), are less than those collected by other cities. For example, in the Fiscal Year ended June 30, 2022, taxes collected from those sources by Palm Springs were more than four times those collected by Cathedral City.
3. People Make up the Largest Part of the Budget – Cathedral City is a service organization, so our product is the services we provide. In order to provide those services, it takes people: Police Officers, Firefighters, Building Inspectors, Code Enforcement Officers, etc. As a service organization, the city spends the majority of its budget on personnel. The following graph shows expenditures by type and demonstrates that almost 60% of the city’s budget goes to pay the people who provide services to our residents. When we add contracted labor, such as our graffiti removal contract the total reaches almost 70%.

4. Public Safety Expenses Dominate the Budget – Like most full-service cities, the largest expenditures in our budget go to public safety, the Police and Fire departments. Together those departments account for more than 50% of the general fund budget.
