Housing is a pivotal part of the local economy in Cathedral City. Housing is needed to support city residents and families. It is also critical to local businesses who are reliant on the local labor force to fill positions within their businesses. The City’s ability to attract new businesses while sustaining existing businesses is dependent on new housing production.
|
The City recognizes the importance of new housing production and has specific goals, policies, and programs in its certified Housing Element, a plan prepared in fulfillment of state law that requires that the “housing element shall consist of an identification and analysis of existing and projected housing needs and a statement of goals, policies, quantified objectives, financial resources, and scheduled programs for the preservation, improvement, and development of housing.”

The City Council adopted 5-Year Strategic Plan further recognizes the importance of housing as part of an inclusive community and prompts a review of the City’s land use regulations to support diverse, accessible, and affordable housing.
|
During their Study Session on October 23, 2024, the City Council engaged in a housing discussion targeting the goals, policies, and programs in the Housing Element and the 5-Year Strategic Plan. This discussion identified the recent successes seen in other Coachella Valley cities, including Rancho Mirage, Palm Desert, Palm Springs, and Indio, and noted the progress Cathedral City needs to make in support of housing production.

The City has realized success with the Veterans Village project, a 60-unit project that opened in 2022, and there are multiple housing projects in the entitlement and post-entitlement process, including Campanile (83 remaining single-family lots), The Wren (204 units of multi-family), Escena (52 single-family lots), Nirvana Estates (101 single-family lots), and Verona (459 single-family lots and 375 multi-family units). These projects have and will continue to contribute to the housing production that is needed to support the community and local economy. However, more work is needed to meaningfully advance housing within the City.

In December, the City anticipates that it will award a contract for the rewrite of the City’s zoning code. This will be a two-year process to modernize the code and streamline the land use permitting and development process. As part of this effort, the City will be evaluating new policies and regulations that may stimulate and support housing production, including those identified as part of a Prohousing Designation Program managed by the California Department of Housing and Community Development and implemented in 2024. Local agencies participating in this program demonstrate that they have implemented zoning and land use policies supporting housing production, accelerated review timeframes, fee waivers or reductions, and other mechanisms intended to remove barriers and reduce the cost of housing development. In return, these local agencies are eligible to participate in a Prohousing Incentive Program (PIP), essentially state-level funding to support housing production, and prioritized process and enhanced eligibility for additional state funding.

Although there is no single solution to address housing needs, The City of Cathedral City recognizes its importance and is committed to exploring those solutions that advance the City’s economic development initiatives by retaining a local workforce, attracting new businesses, and increasing the overall quality of life for residents.
