Strategic Plan Update Developed and Approved by City Council

Over the past few weeks, city staff and the City Council have been working on an update to the city’s long-range strategic plan. Originally adopted by the Council in April 2023, the strategic plan serves as a road map for city departments so that everyone is working toward the same objectives.

The strategic plan served its purpose of guiding city operations through much of 2023 and many of the original objectives were, in fact, achieved. When Tropical Storm Hilary hit Cathedral City in August 2023 some adjustments to the plan became necessary. Resources originally budgeted to street projects, park improvements, and other priorities in the plan had to be reallocated to cover the almost $6 million in clean-up costs incurred by the city.

On Saturday, January 27, 2024, the City Council, city staff, and members of the public met for a day-long strategic planning session. Updates were provided on the status of the strategic plan adopted in 2023 and on the city’s financial condition and the effects of the extraordinary expenditures required to address the Tropical Storm Hilary clean-up.

Staff provided updates to the Council on achievements during 2023, obstacles they faced, and priorities for 2024. After the staff presentations, Councilmembers discussed new priorities and modifications to existing objectives for inclusion in the updated five-year strategic plan.

Staff then developed the updated plan document and it was reviewed and subsequently approved by Council during the Council meeting on February 14, 2024. The updated strategic plan can be viewed here:
