More Funding Needed for Neighborhood Streets

In 2023, prior to Tropical Storm Hilary hitting Cathedral City, a pavement management study was conducted by outside experts to evaluate the condition of Cathedral City streets and identify funding needed to adequately maintain our streets. The study found that Cathedral City has a substantial investment of $341.8 million in the pavement network. Overall, the pavement network is in “Fair” condition with a pavement condition index (PCI) of 64. Approximately 36.1 percent of the network is in “Good” or “Very Good” condition, 47.8 percent in “Fair” condition, and 16.1 percent is in “Poor” or “Very Poor” condition. The pavement management plan, if adequately funded, will allow the city to invest in the most cost-effective maintenance for each street based upon its current condition, saving money in the long run.

When TS Hilary hit in August 2023 along with the mudflows in the northeast Panorama area and the ensuing use of heavy equipment to clear the mud and debris from the streets, the result was a further deterioration of the condition of the streets in the area. The City Council reviewed the needed repairs and available funding in November 2023 and made the tough, but necessary, decision to delay some street projects in other areas of the city so that funding could be redirected to the storm clean-up and repair efforts.

Recently the Council has awarded contracts to apply a slurry seal to address the less severely damaged streets in the area and to reconstruct those with more significant damage.

The city will be spending over $1 million on these repair projects in the areas affected by TS Hilary. This is money that is now unavailable to address street maintenance needed in other neighborhoods.

The solution to this problem is more funding for the maintenance of neighborhood streets in Cathedral City. The City Strategic Plan, approved by the Council earlier this year includes the following action item:

B-15 Develop a 5-Year pavement maintenance strategy and funding plan to achieve a citywide Pavement Condition Index that ranks in the Top 3 of Coachella Valley cities.

The City Council is currently considering options for funding and welcomes input from residents on the topic. Do you think more funding needs to be identified for the maintenance of our neighborhood streets?
