New Budget Equals More Roadway Paving Projects

The Biennial Budget covering Fiscal Years 2023-24 and 2024-25 was approved by your City Council in May. After this approval, the City’s Engineering Division jumped right on getting Projects started. During the months of May and June, Engineering was busy soliciting, receiving, and evaluating bids for various Capital Improvement Program (CIP) roadway paving Projects. At the June City Council meetings, these Projects were presented and approved to facilitate these Projects’ construction work starting this summer.

The award of the first seven (7) Projects account for almost $6.3 million of construction investment in our roadways. A brief description of each is as follows:

Via De Anza Street Improvements Project, Phase II - CIP 8835
The Via De Anza Street Improvements Project Phase II was awarded by the City Council on May 10, 2023, to Jacobsen Engineering Construction in the amount of $545,167.00. As the result of the coordination between the City’s Engineering Division and the Coachella Valley Water District (CVWD), this Project includes street improvements as well as the replacement of a potable water main.

The City will fund the construction of the street improvements in the amount of $346,797.00 with Community Development Block Grant (CDBG) Funds, and the construction of the potable water line replacement, in the amount of $198,397.00, will be funded by CVWD.

The Project construction started on July 2023 and consists of widening the east side of Via De Anza to its full width by constructing sidewalk, curb, gutter, curb ramps, and driveways, and installing new asphalt concrete on the east half of the street between Dinah Shore Drive and Olancha Road (Figure 1).

Date Palm Drive Pavement Rehabilitation Project – CIP 8840
The construction of Date Palm Drive between Ramon Road and Dinah Shore Drive, including improvements north of this location at the intersection of Date Palm Drive and 30th Avenue, was awarded to Granite Construction Company at the City Council Meeting on June 28, 2023, in the amount of $4,668,463.00 (Figures 2 and 3). The Project will be funded with Tribal Transportation Program (TTP) Funds from the Agua Caliente Band of Cahuilla Indians (ACBCI) and Cal-Recycle Grant Funds.

The construction is scheduled to start on August 2023, and the improvements consist of the reconstruction of the asphalt pavement; repairs of sidewalk, curb, gutter, and the upgrade of non-compliant ADA curb ramps; the construction of concrete approach lanes on Date Palm Drive at the signalized intersections with Ortega Road, Via Olivera, and 30th Avenue, the construction of concrete bus pads; and the installation of signing and striping.

Landau Boulevard/McCallum Way Intersection Improvements – CIP 8662
On June 28, 2023, the City Council approved a construction contract in the amount of $1,021,888.50 to DBX Inc. for the construction of the Landau Boulevard/McCallum Way Intersection Improvements Project (Figure 4). This project will be funded using Road Maintenance and Rehabilitation Account (RMRA/SB-1) Funds.

The construction work consists of the installation of a new traffic signal, construction of concrete approach lanes, installation of asphalt concrete pavement, update of ADA corner curb ramps, and installation of pavement striping, signage, and markings.

The construction is scheduled to begin in August 2023 with Project completion estimated within the first quarter of 2024. This Project will modify the existing intersection into a complete signalized intersection and improve existing pavement conditions.

City-Wide Repaving Projects
The City Council of Cathedral City approved the construction contract to Granite Construction Company in the amount of $970,221.00 for the construction of the City-Wide Repaving Projects at the regular meeting on Wednesday, June 28, 2023.

The City-Wide Repaving Projects include the following four repaving Projects:
  • East Palm Canyon Pavement Rehabilitation – CIP 8669
    The East Palm Canyon Pavement Rehabilitation Project is located on East Palm Canyon Drive from Perez Road to Auto Park Drive (Figure 5). This Project is funded using Measure A Funds, in the amount of $174,390.00. The construction scope of work consists of the pavement rehabilitation of the entire width of East Palm Canyon Drive and pavement striping and markings.

  • Da Vall Street Improvements – CIP 8665
    The Da Vall Street Improvements Project is located on Da Vall Drive from Ramon Road, heading south at a distance of approximately 1,500 feet (Figure 6). This project will be funded using Measure A and Maintenance of Effort (MOE) Funds, in the amount of $335,700.00. The construction scope of work consists of a full-pavement reconstruction on the west side of Da Vall Drive, the reconstruction of four curb ramps to be compliant with the American Disabilities Act (ADA), and pavement striping and markings.

  • San Eljay Pavement Rehabilitation – CIP 8667
    The San Eljay Pavement Rehabilitation Project is located on San Eljay Avenue between McCallum Way and Ramon Road (Figure 7). This project will be funded using Assessment District 86-5 Funds, in the amount of $343,756.00. The construction scope of work consists of one-half mile of pavement rehabilitation, pavement striping, and markings.

  • Public Alley Reconstruction – CIP 8670
    The Public Alley Reconstruction Project is located on an alleyway bounded by Ramon Road to the north, Cathedral Canyon Drive to the east, and Roundup Road to the west and south (Figure 8). This Project will be funded using MOE Funds, in the amount of $116,375.00. The construction scope of work consists of 750 feet of pavement and gutter reconstruction in the alleyway.

As a reminder, for us to complete these Projects we will need to work together. If you live in one of the areas where this work is scheduled, you will be inconvenienced during construction. Working with the Contractor, we will limit your inconvenience the best we can. There will be a period(s) of time that you will not be able to drive on your street. Street signage and door hangers will be placed seventy-two (72) hours in advance of all work so that you are notified of upcoming work, parking restrictions, and street access limitations.

  • WARNING: At times there will be dirt roadways, noise, vibration, smell, and/or workers along your frontages within the right of way. In addition, your street parking will be limited, and access to your street and driveway may be impaired. In order for the Contractor to complete the roadway work, these instances will predictably occur.
  • TEAMWORK: This is a part of the roadway work that you, as the recipient of the newly rehabilitated street, will have to participate in. Thus, we are asking that you be part of the team and understand the inconveniences, be patient, and look forward to a newly rehabilitated street.
  • EMERGENCY ACCESS: The Contractor and the City’s First Responders (Police and Fire) will always work hand in hand to provide emergency access when required.
Remember to be extra diligent in construction zones, observe the signs, drive within the posted speed limits, and overall, be safe.
