Tropical Storm Hilary:
Recovery Efforts Ongoing, Date Palm Drive to Open to Two Lanes Today

The City’s Public Works Department continues to make significant progress clearing the roads impacted by flooding produced by Tropical Storm Hilary as we continue the recovery stage of storm response. Residents living along Horizon Road now have access to leave their homes and reenter the neighborhood as needed.
Throughout the day and overnight on Wednesday into Thursday morning, Public Works crews and supporting agencies worked to clear mud from the roadways, particularly along Date Palm Drive. Date Palm Drive between Vista Chino and 30th Avenue will be open two lanes in each direction later this afternoon.

Public Works crews will also be street sweeping arterial streets starting next week. They will move into residential neighborhoods soon after.

Road Closures and Cleanup

The emphasized cleanup areas on Wednesday, Aug. 23, 2023, were Date Palm Drive, Avenida La Vista from Los Gatos to Adelina Road, Horizon Road from Panorama Road to Vista Chino, Panorama Road from Avenida La Vista to Horizon Road and Adelina Road from Horizon Road to Date Palm Drive.

Here is a current list of closures and a general timeline for reopening:

  • For Date Palm Drive between Vista Chino and 30th Avenue, two lanes will be open in both directions by this afternoon (Thursday, Aug. 24, 2023).
  • Vista Chino between Date Palm and Avenida Maravilla, along with Los Gatos Road at Date Palm Drive to Avenida La Vista remain closed.
    • Our crews are working to make progress in these areas, but these roads will take some time to clear.


Building & Safety Support

For residents concerned about their property being deemed uninhabitable or unoccupiable (red-tagged), please read the below information:
  • Building officials will communicate and coordinate access with the property owner.
  • The City’s main goal is to assess the building conditions before any decision is made.
  • All will be done with a mindset of empathy as we know our residents are going through a life-altering event.
  • We understand if clean-up has commenced on the inside of the home, but please contact the Building Department as soon as possible so we can provide guidance regarding safely occupying the building and any permits necessary during clean-up. You can call them at 760-770-0340.

Volunteer Efforts

Volunteers looking to help with the cleanup efforts on private property can report to the designated Volunteer Coordination Center, which is located at Vista Chino, east of Panorama Road and west of Horizon Road.

Please check-in at the Coordination Center for instructions before moving into the area to help with cleanup and check-out with city staff once you decide to leave. Drivers should look out for Code Compliance city vehicles on the north side of Vista Chino. Dress for high heat conditions and bring plenty of water and sunscreen. Gloves, shovels, and wheelbarrows are also needed if you have them.

Staff will be on-site coordinating this area Thursday and Friday from 7 a.m. to 5 p.m. Starting Saturday, the City will close the Volunteer Coordination Center and Team Rubicon will move in to assist cleanup efforts over the weekend. Team Rubicon is a veteran-led humanitarian organization that serves global communities before, during, and after disasters and crises. Founded following the Haiti earthquake in 2010, the organization has grown to more than 150,000 volunteers across the United States and has launched over 1,100 operations domestically and internationally.

The response to cleanup efforts by volunteers, businesses, and community groups has been impressive and has led to substantial progress. The City of Cathedral City appreciates the incredible work by all our community volunteers and Home Depot Rancho Mirage Store #667 for sending 15 volunteers and supplies. Staff will assess the progress made in the area and will inform the public early next week if there’s a continued need for volunteers.

Local Emergency Declaration

Due to unprecedented rainfall and flooding of local roadways, City Manager Charles McClendon declared a local emergency due to the critically dangerous impacts of Tropical Storm Hilary.

The City Council of Cathedral City approved and ratified the emergency order at the regular meeting on Wednesday, Aug. 23, 2023.
