Building and Safety Community Update
Tropical Storm Hilary


Upon our initial observation of the storm damage from Tropical Storm Hillary, the mental toll on the community was immediately evident as much as the physical damage. Some incurred vehicle loss, damage to landscape and swimming pools, and even more devastating mud intrusion. These damages are affecting the future living conditions of many families and the livelihoods of businesses impacted by the storm, leaving them unable to provide for their families and employees.

As Cathedral City navigates the State of Emergency through the assessment phase and into recovery phase, the Cathedral City Department of Building and Safety’s (Building Department) has a responsibility to ensure that the community can safely enter or be in a building or home that has experienced damage on a permanent or temporary basis. The Building Official and Building Inspectors are trained and certified to inspect, observe, and document structural conditions, as well as habitable living conditions to an extent that the property is allowed to occupy and allow property owners or licensed contractors in and out on a temporary basis to coordinate rehabilitation of the property. During property assessments, it was clear that we would need to provide not only this technical assessment but also to approach every inspection with empathy and understanding for the catastrophic losses experienced by the community. With the guidance from the Building Department, businesses and homeowners were able to continue their cleaning and recovery efforts safely until necessary permits and inspections could be obtained.

To date, property owners and remediation contractors have started obtaining demolition permits to begin the reconstruction process. This is an extremely positive step and will allow power to be restored and construction work to commence. More importantly, once power is released and restored, any formal notices that were issued to the property limiting the occupancy of a building or home are voided, allowing the community the ability to safely enter their homes and businesses. Lastly, the planning, coordination, and estimating efforts with licensed contractors and insurance companies can also progress.

This phase of recovery and the robust participation from Cathedral City residents, community members, and stakeholders has shown the true resilience of the city. I can proudly speak for the Building Department, we are extremely proud to be a part of these efforts while serving the Cathedral City community.
