More Grant Success to Improve Our City’s
Traffic Signals and Crosswalks


A combination of thorough research, tailoring an application to what a reviewer is looking for, clearly detailing a project and its objective from start to finish is how you secure a competitive grant. Sounds complicated? It is to an extent, but more a matter of effort. Your various City’s Departments follow these principles in their continual efforts to secure available grant funding for a broad range of improvements around the City.

Focusing on infrastructure, in the past decade the Engineering Department has been very successful in applying for and securing grant funding awards for many types of Projects. These grant awards are received from multiple sources including Regional, State, and Federal government programs. The results have been, and not limited to, new traffic signal equipment, new guard rails, new enhanced crosswalks, new roadway signage, new specialized engineering office equipment, new parks, new bridges, and new infrastructure studies that provide guidance into the city’s future.

A lot of “new” in the paragraph above and so in keeping with that theme, I am happy to announce that the Engineering Department secured yet more grants for City roadway safety improvements. The grants are from the California Department of Transportation (Cal Trans) from its Highway Safety Improvement Program (HSIP) Cycle 11 Grant offering “Call for Projects.” The City applied for four (4) different projects allowed within the program. In March, City Engineering Staff was notified that the City was selected for funding of all four (4) of the grants in the total amount of $3,524,400.

The four (4) Projects are listed below:

Cathedral City 1: Citywide Pedestrian Crosswalk Upgrades (18 intersections)
This Project will take place on eighteen (18) unsignalized intersections (intersections without a traffic signal) throughout the City of Cathedral City providing improvements to increase visibility and awareness, enhancing pedestrian and traffic safety. The improvements include the installation of intersection lighting, LED flashing stop signs, accessible curb ramps in compliance with the Americans with Disabilities Act (ADA), curb extensions (also called bulb-outs), pedestrian refuge islands (or crossing areas) intended to help protect pedestrians crossing the road, painted crosswalks and pedestrian flashing beacons, and advanced school zone signs and pavement markings.

The total cost for this Project is estimated in the amount of $1,452,100. $1,306,890 will be available from the HSIP Cycle 11 grant funds and the remaining amount of $145,210 will be the City’s contribution to the Project.

Cathedral City 2: Pedestrian Signals (2 intersections)
This Project will upgrade and improve two (2) street intersections that currently do not have protected crosswalks or traffic signals. These intersections currently have high pedestrian and traffic volumes, thus there is a need to provide safe opportunities to cross the main street at each Project’s intersection, respectively.

The intersections selected for this Project are Cathedral Canyon Drive and Ortega Road; and 30th Avenue and Avenida La Paz. The proposed upgrades for both pedestrians and bicyclists at these intersections will include the installation of pedestrian signals (potentially HAWK crosswalks), curb bulb-outs, ADA curb ramps, LED safety lighting, high visibility crosswalks, pavement markings, advanced warning signs, and flashing beacons.

The total cost for this Project is $1,066,330. Funding to complete the design and construction of this Project will be $959,670 from funds awarded through the HSIP Cycle 11 grant and the City will contribute the remaining balance of $106,660.

Cathedral City 3: Signal Hardware (49 intersections)
This Project will assist motorists in navigating across Cathedral City’s signalized intersections. The Project consists of the installation of LED safety lighting, internally illuminated street name signs (IISNS), and traffic signal backplates with retroreflective borders at forty-nine (49) intersections. These improvements will increase traffic signal head visibility and provide additional safety for the oncoming motorist, both day and night.

The total cost of the Project is $1,120,000. $1,008,000 will be funded from the HSIP Cycle 11 grant and $112,000 will be funded from the City.

Cathedral City 4: Pedestrian School Crossing Enhancements at 30th Avenue and San Eljay Avenue
This Project will improve the school crossings adjacent to the James Workman Middle School. Proposed safety measures will include the installation of curb bulb-outs, ADA curb ramps, flashing stop signs, school zone flashing beacons, and LED safety lighting.

The total cost of this Project is $277,600. The HSIP Cycle 11 grant funds for this Project will provide $249,840 and the City will contribute $27,760 to complete the funding for this work.

The above Projects represent a significant investment in our roadways and will benefit our community in additional safety for pedestrians, bicyclists, and motorists throughout the entire City.

Further, all these Projects will be coordinated and completed by the Engineering Department under the supervision of Mr. Armando Baldizzone. Mr. Baldizzone started last September when I passed my responsibilities as City Engineer on to him. Mr. Baldizzone is a California Registered Civil Engineer and as the City Engineer, is responsible for all the activities of the Engineering Department. We are happy to have Mr. Baldizzone on board.
