CODE COMPLIANCE UPDATE


The Code Compliance Division is tasked with the enforcement of the City’s codes, rules, and regulations. Most complaints received are public nuisance complaints, such as vehicles parked on landscaping or excessive outdoor storage.

While the Code Compliance Division has approximately 1,500 open code cases, we have also pivoted our approach and added another layer of enforcement to proactively address and resolve those violations that create visual impacts to the community such as excessive outdoor storage, vehicle parking on unpaved surfaces, and inoperative vehicles. Once an area is identified for proactive enforcement, Code Officers are deployed in teams to inspect the properties in the area and begin the process of compliance with the owners or residents of the property.

We believe that gaining compliance with these specific violations will improve property values and the overall quality of life in our neighborhoods and community.

Fortunately, the City has programs in place that can help property owners and residents with these issues:

Excessive outdoor storage. The City has a generous residential large bulky item program. At no additional cost to residents, Burrtec (our trash service provider) will pick up to four (4) large bulky items per week. Residents need to call Burrtec Customer Service at (760) 340-2113 or email customerservice@burrtectdesert.com and include the property address, number of items, and description of each item. A pickup date will be provided. On the scheduled date, simply place the items at the curb. It is important to not place these items at the curb until the day of pick up.

Vehicle parking on unpaved surfaces. Vehicles must be parked in the garage or on approved concrete surfaces. Vehicles cannot be parked on grass, decorative rock, decomposed granite, dirt areas or any other unpaved surface. In many instances, additional concrete can be added to create additional parking areas. Before doing any work to add more parking areas, please contact the Planning Division at (760) 770-0340 because City codes do limit how much of a property’s front yard can be paved.

Inoperative vehicles. Abandoned, wrecked, dismantled, or inoperative vehicles are considered public nuisances and subject to abatement pursuant to the City Code. Signs of an inoperative vehicle are flat tires, junk and trash stored on or in the vehicle, missing windows, bumpers, wheels or headlights, excessive dirt, cobwebs, or debris under the vehicle. Some vehicles just need a little TLC such as making sure there is air in the tires, cars are kept clean, and the area around it does not have weeds or debris. and cars are kept neat and clean will usually resolve the issue of inoperative vehicles.

If the resident no longer wants the car, the City has a “Junk Your Jalopy” program, where at no cost to the vehicle owner and with owner authorization, the City will tow the vehicle from the property. Again, this is a free program, and residents can call Code Compliance at 760-770-0309 to set up an appointment to have the vehicle towed.
