A property tax of 1% is imposed on the value of real property (land and permanently attached improvements such as buildings) and tangible personal property (movable property) located within the state. Many residents believe property tax fully funds local government costs. The reality is the City of Cathedral City receives almost sixteen cents of every property tax dollar paid by City residents. This is less than the amount received by the Palm Springs Unified School District (30.57 cents) and Riverside County (24.86 cents) as shown below.
Distribution of and impact of property tax revenue to any City can vary depending on when the City incorporated, due to the passage of Proposition 13 (“Prop 13”) in June 1978 and the subsequent passage of Assembly Bill 8 (“AB 8”). The AB 8 system was designed, in part, to allocate property tax revenue in proportion to the share of property taxes received by a local government in the mid-1970s. Under this system, local governments in existence prior to 1978 receiving a large share of property taxes in the 1970s typically continue to receive a relatively large share of property taxes today. Although there have been changes to the original property tax allocation system contained in AB 8, the allocation system continues to be substantially based on the variation in property tax receipts in effect in the 1970s. As a result, Cities incorporated after June 1978 have not received any specifically designated property taxes.

Those Cities today receive a significantly smaller allocation of the 1% Ad Valorem property tax collected and distributed by the County. Cathedral City being incorporated in 1981, is considered a Post-Proposition 13 (“Post-Prop 13”) City resulting in a smaller distribution of property tax. Our neighboring cities of Palm Springs and Rancho Mirage were incorporated in 1938 and 1973, respectively, and are considered “Pre-Prop 13” Cities. The significance of this is reflected in the receipt of property taxes. Cathedral City received approximately $5 million in property tax in the 2021/2022 Fiscal Year. Property tax revenue for Cathedral City can be less than 10% of what “Pre-Prop 13” cities receive in the same fiscal year.
