City Planning: Public Participation

Have you ever wondered why all the houses on your street are set back from the street a similar distance, why all the buildings in a commercial center have a similar architectural design and landscape, or why a commercial building has the amount of parking it does? Maybe you’ve received a letter or notice from the City about an upcoming project in your neighborhood. These are all part of the planning process. The Planning Department guides projects through this process, which typically begins with the submittal of an application and ends with formal approval by a City appointed board or commission.

An important part of the planning process is public participation. The idea of public participation is that those who are potentially affected by a decision can participate in the decision-making process. It also provides an opportunity for individuals or groups to shape their community, improve the quality of life for all residents, and is considered vital to City planning. Public participation can occur in many ways including submitting comments to the City prior to the consideration of a project for approval, visiting the Planning Department to review plans and asking any questions you may have, or speaking at a public meeting. If you’re interested in participating in the planning process, there are two important Commission/Committee meetings always open to the public:

Planning Commission
The Planning Commission is composed of five members who are residents of the City and appointed by the City Council. The Planning Commission has the authority to review proposals for development submitted to the City, based on the City’s codes and regulations. Except for a few legislative items, all decisions are final unless appealed to the City Council. The Planning Commission holds regularly scheduled public meetings on the first and third Wednesday of each month at 6:00 p.m. in the Council Chambers. The meetings are also live-streamed to the community on the City’s local channel and website and recorded and posted on the City’s website for viewing at any time. Architectural Review Committee
The Architectural Review Committee is composed of five members, of which two are required to be licensed architects and landscape architects. The Committee reviews projects for compliance with applicable provisions of the Zoning Ordinance, particularly those that relate to site design, architecture, and landscaping. Depending on the project, the Committee may make final decisions or recommendations to the Planning Commission. The Committee meets as necessary, with meeting dates and agendas posted in advance on the City’s website.
